工程量清單計(jì)價(jià)是國際上工程建設(shè)招投標(biāo)活動(dòng)的通行做法,它反映的是工程的個(gè)別成本,而不是按定額的社會(huì)平均成本計(jì)價(jià)。從工程計(jì)價(jià)體制改革的角度看,工程量清單計(jì)價(jià)只須實(shí)現(xiàn)一個(gè)目標(biāo),即由市場(chǎng)形成造價(jià),這也是市場(chǎng)經(jīng)濟(jì)體制的基本要求。工程量清單將實(shí)體消耗量費(fèi)用和措施費(fèi)分離,使施工企業(yè)在投標(biāo)中技術(shù)水平的競(jìng)爭(zhēng)能夠分別表現(xiàn)出來,可以充分發(fā)揮施工企業(yè)自主定價(jià)的能力,從而改變現(xiàn)有定額中有關(guān)束縛企業(yè)自主報(bào)價(jià)的限制。隨著我國加入WTO,對(duì)工程造價(jià)管理而言,所受到的最大沖擊將是工程價(jià)格的形成體系。所以,我們不得不引進(jìn)并遵循工程造價(jià)管理的國際慣例,即由原來的投標(biāo)單位根據(jù)圖紙自編工程量清單進(jìn)行報(bào)價(jià)改由招標(biāo)單位提供工程量清單(工程實(shí)物量)給投標(biāo)單位報(bào)價(jià),既順應(yīng)了國際通用的競(jìng)爭(zhēng)性招投標(biāo)方式,又較好地解決了“政府管理與激勵(lì)市場(chǎng)競(jìng)爭(zhēng)機(jī)制”二者的矛盾。
