【論文摘要】本文首先分析了建筑安裝工程企業(yè)內(nèi)部控制的重要性,然后又研究了目前我國建筑安裝工程企業(yè)內(nèi)部控制中存在的一系列問題,最后提出了一些加強建筑安裝工程企業(yè)內(nèi)部控制的措施。

  一、建筑安裝工程企業(yè)內(nèi)部控制的重要性

  二、目前我國建筑安裝工程企業(yè)內(nèi)部控制面臨的一些問題

  (一)沒有完善的內(nèi)部控制環(huán)境。若要建立并且經(jīng)營一個企業(yè),必須要有一定的環(huán)境。企業(yè)內(nèi)部環(huán)境和外部環(huán)境是現(xiàn)代企業(yè)內(nèi)部控制環(huán)境的主要影響因素。其中約束和規(guī)范是外部環(huán)境對內(nèi)部控制的主要影響,但是一般情況下外部環(huán)境不是企業(yè)所能夠控制住的。造成各個企業(yè)之間內(nèi)部控制的形成和內(nèi)容的差異的根本的原因就是內(nèi)部環(huán)境,但是很多企業(yè)的內(nèi)部環(huán)境不完善,影響內(nèi)部控制的實施。

 。ǘ⿻嬋藛T素質(zhì)不高。在企業(yè)內(nèi)部控制中,最重要的是內(nèi)部財會工作,直接影響著內(nèi)部控制的效果。有些企業(yè)的會計人員素質(zhì)不高,對會計控制制度沒有一個很好的認識,不能使企業(yè)管理的要求得到滿足,使企業(yè)內(nèi)部財會制度不能很好地發(fā)揮作用。

 。ㄈ⿻嬁刂婆c管理控制沒有協(xié)調(diào)。會計控制和內(nèi)部管理控制是內(nèi)部控制的主要內(nèi)容,其中企業(yè)內(nèi)部控制的核心是會計控制。一般企業(yè)在建立內(nèi)部控制制度的時候,都要圍繞著會計控制這個核心,根本目標和處罰點是保證資產(chǎn)的安全和會計信息的真實性。為了達到這一目標,必須建立起一套完善的內(nèi)部會計制度。但是僅僅依靠會計制度還是不夠的,為了實現(xiàn)企業(yè)的經(jīng)營目標,還會必須建立預(yù)算管理和內(nèi)部審計制度,另外有將會計制度和管理制度協(xié)調(diào)一致,才能夠使內(nèi)部控制的效果得到實現(xiàn)。

 。ㄋ模﹥(nèi)部控制制度不完善。內(nèi)部控制制度是實現(xiàn)內(nèi)部控制的根本制度,通過建立內(nèi)部控制制度,可以將企業(yè)中的所有部門和人員列入內(nèi)部控制的范圍之內(nèi),另外,企業(yè)各個業(yè)務(wù)操作系統(tǒng)和業(yè)務(wù)領(lǐng)域也必須在內(nèi)部控制的范圍之內(nèi),目前我國很多建筑安裝工程企業(yè)沒有建立完善的內(nèi)部控制制度,使企業(yè)內(nèi)部控制不能有效的展開,在財會部門中形成漏洞,嚴重影響了企業(yè)的經(jīng)濟效益。

三、加強建筑安裝工程企業(yè)內(nèi)部控制的措施

  (一)對企業(yè)的重大經(jīng)濟活動加強內(nèi)部控制,降低活動的風險。在企業(yè)進行招標的時候,一定要嚴格考核招標的企業(yè),以防止很多不規(guī)范的行為存在在招標的過程中,給企業(yè)造成風險。對于招標的單位,要認真收集和分析招標企業(yè)的資料,保證招標企業(yè)具有良好的信用和發(fā)展前景,有選擇性地進行招標。嚴格對供應(yīng)商的考核,避免在組織生產(chǎn)活動的時候出現(xiàn)生產(chǎn)原料短缺或者材料質(zhì)量不合格等現(xiàn)象,嚴重影響企業(yè)的生產(chǎn)和以后的發(fā)展。對同類企業(yè)的信息建立檔案,定時對檔案信息進行整理和分析,不僅可以及時發(fā)現(xiàn)本企業(yè)生產(chǎn)經(jīng)營過程中的不足,并且及時的改進,同時也能夠發(fā)現(xiàn)本企業(yè)的優(yōu)勢,進一步發(fā)揮本企業(yè)的優(yōu)勢。因此建立同企業(yè)的信息檔案可以實現(xiàn)企業(yè)在生產(chǎn)過程中揚長避短,改進企業(yè)的劣勢,發(fā)揮企業(yè)的優(yōu)勢,使很多不必要的損失大大減少。

Therefore establish with enterprise information files can be implemented in production process foster strengths and circumvent weaknesses, improve the disadvantage of enterprises, give a full play to the superiority of the enterprise, make a lot of unnecessary loss reduced greatly. 
 
 。ǘ┩菩泄こ添椖控熑纬杀竟芾碇啤W龊贸杀镜念A(yù)算工作是事前預(yù)測責任成本的主要工作,一般情況下企業(yè)的公司預(yù)算、項目部專業(yè)人員以及財務(wù)等部門共同完成責任成本的標志。在進行責任成本預(yù)算編制的時候,一定要嚴格按照實物的工程量、內(nèi)部結(jié)算價格、施工的定額等,這樣才能夠保證正確合理的責任預(yù)算。事中控制責任成本首先要使責任中心以及責任的范圍劃分好,在建立責任中心的時候要按照可控性的原則,根據(jù)責任預(yù)算的各項費用的性質(zhì)以及各個責任層次,另外,各個責任中心的責任范圍必須要有明確的規(guī)定。責任預(yù)算的分解工作一定要做好,根據(jù)各個責任中心的責任范圍和成本的可控制程度,由項目部成本管理部門重新對每個責任中心編制責任預(yù)算,落實到各個責任中心分解后的責任,各個責任中心考核績效的標準和獎懲的依據(jù)就是根據(jù)各個責任中心分解后的責任。最后還要建立嚴格的科學的臺賬核算制度,項目部設(shè)置和登記總賬,各個責任中心分別設(shè)置和登記明細賬。各個責任中心認可的實際收支是各類臺賬登記的依據(jù)。

  (三)優(yōu)化內(nèi)部控制制度設(shè)計。只有建立科學的、有效的內(nèi)部控制制度,才能夠真正實現(xiàn)企業(yè)的內(nèi)部控制。在進行內(nèi)部控制制度的設(shè)計的前提是遵守法律而后法規(guī),原則是全面系統(tǒng)、成本效益。另外,內(nèi)部控制制度必須要有明確的目標,各個部門之間的責任明晰,對于關(guān)鍵的控制點,比如驗收材料、保管材料等要高度的重視和關(guān)注,嚴禁發(fā)生材料的浪費、流失等現(xiàn)象。
